WSCodeGen forces the client project to rebuild


In the Example.Client project. Due to the source file was written each time the Example.Model is build. WSCodeGen needs to be smarter to not re-generate the source code if the either the definition file, nor the interface definition was changed.

We can generate the source code in memory or temp folder, and compare with the existing source code. Do not write if they are the same.

We can implement this in the command line processing or core generator. I think it is better to be implemented in the core so that we can reuse this if we ever want VS.Net design time integration.
